    NOTICE OF VACANCY
     
    DEPUTY CONTROLLER (PROVISIONAL)
     
    The incumbent would assist the City controller in planning and directing the fiscal affairs of the City of Glens Falls, including the accounting, custody and disbursement of municipal funds. Responsibilities include assisting with preparation and issuance of City financial statements and levies, including water/sewer department fiscal matters. The incumbent exercises independent judgment and initiative in the compilation of financial reports in accordance with applicable laws and ordinances. Supervision may be exercised over assigned personnel. When designated, acts for and on behalf of the Controller. Does related work as required.
     
    Residency: Candidates must have been legal resident of Warren or a contiguous County for at least four months immediately preceding the date of the exam.
     
    Salary: $65,000-$70,000 35-hour work week with benefit package that includes health insurance (including dental and vision), enrollment in the NYS Retirement system and paid time off.
     
    Minimum Qualifications:
    • The position is in the Civil Service COMPETIVE class. The minimum qualifications are determined by the appointing authority at time of appointment.
    • Bachelor’s Degree is REQUIRED in accounting, business administration or related field AND (3) three years of accounting or auditing experience which involved maintaining or auditing double-entry books of business or government agency.
    • At time of appointment and throughout the term of employment, possession of a valid driver’s license.
     
    This appointment is subject to Civil Service Law and Rules. Civil Service exam to be held at a later date.

    DEPUTY CONTROLLER
    DISTINGUISHING FEATURES OF THE CLASS: An employee in this position assists the 
    Controller in planning and directing the fiscal affairs of the City of Glens Falls, including the accounting, custody and disbursement of municipal funds. Responsibilities include assisting with preparation and issuance of City financial statements and levies, including water/sewer department fiscal matters. The incumbent exercises independent judgment and initiative in the compilation of financial reports in accordance with applicable laws and ordinances. Supervision may be exercised over assigned personnel. When designated, acts for and on behalf of the Controller. Does related work as required.
     
    TYPICAL WORK ACTIVITIES: (Illustrative Only) 
    Assists Controller in the formulation and issuance of fiscal programs, policies and procedures;
    Assists Controller in the development and issuance of City financial statements; 
    Assists Controller in oversight, issuance and collection of water/sewer bills, levies and other fiscal requirements;
    Assists Controller in City debt issuances;
    Controls all cash receipts and disbursements through daily recording of totals and monthly reconciling of various bank accounts; 
    Supervises the taking of trial balances and proving of subsidiary accounts; 
    Posts all books of original entry to the general ledger; 
    Supervises the billing and collection of city, school, county and sewer district taxes; 
    Reviews each payroll before and after preparation thereof; 
    Subject to the approval of the Controller, plans, directs and supervises the day-to-day operation of the Controller’s Office; 
    Maintains record of contracts and a detailed listing of outstanding trust fund deposits; 
    Advises Controller of status of various funds and maintains record of authorized investments and loans and inter-fund transfers; 
    Assists in preparation of annual budget; 
    Assists Water/Sewer Superintendent in preparation of the annual Water/Sewer budget;
    Prepares schedule of estimated revenues; 
    Prepares salary schedule of municipal employees; 
    Collaborates with Controller in the preparation of financial reports and statistics for City, state and Federal agencies, banks, etc.; 
    Conducts special studies and analysis as directed by the Controller; 
    Advises other departments on proper accounting procedures; 
    Uses computer applications such as spreadsheets, word processing, calendar, email and database software in performing work assignments; 
    Acts for and in behalf of the Controller, as designated.
     
    REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES
    Thorough knowledge of the principles and practices of accounting and auditing; 
    Thorough knowledge of principles and practices of public administration; 
    Ability to communicate effectively, both orally and in writing; 
    Ability to organize and direct the work of others; 
    Ability to effectively use computer applications such as spreadsheets, word processing, calendar, email and database software;
    Integrity; accuracy; initiative, resourcefulness; tact.
     
    MINIMUM QUALIFICATIONS: Bachelor's degree in Accounting, Business Administration or related field AND (3) three years of accounting or auditing experience which involved maintaining or auditing double-entry books of a business or governmental agency.
